I haven't rode in almost a year, but today I tried doing bunny hops (I never really got higher than maybe 6 inches off the ground).
After only about 20 minutes of riding I noticed my handle bars started to shift downwards towards my knees as a result of pulling them towards my body trying to bunny hop. Could it be that my form is bad? or would I need a new stem/ new bars?

your stem needs to be tightened, if it's already tight then it sounds like either your stem or your bars are stripped and need to be replaced.

Thanks, I loosened the bolts on my stem and re positioned by bars a couple of times, but the same thing kept happening. i think it may be the bars. Right now I have an 09 Fuse 2 from specialized, im thinking of just getting a new bike. What kind would you recommend for a beginner?

well don't get a bike that you'll outgrow or a bike that once you start getting better will fall apart.

what's your spending limit? what kind of riding do you like to do?
