Currently relearning bar spins myself: I usually throw them out of a wedge, but Lately I have been throwing them out of a lip onto a box jump, I find the wedge a lot easier to maintain control of the bike.
Issues I have: Kicking the bike out, or not leveling out.
and to start, if you don't wanna "throw" the bars, just bus driver them and guide them around with one hand. It's a good way to start learning them.
Tips I've gotten: pinch the seat, cranks, ect with your calves(seems more difficult than people say) make sure you legs are straight but your chest is leaned over towards the bars to help with balance.
you could also try making the indoor bike, which I've heard is very helpful
