I recently purchased a new wheel with a 17mm bolt but my forks can only fit 15mm, can i file them down or is it necessary to buy new ones?

Maybe new forks.

Or if you want to skimp and don't have the money, and don't plan on getting new forks or selling out your old ones, you can go ahead and file them (if you have the space). You will have to get rid of 2 mm which is a wee bit on the long side... It might compromise the strength of your forks, but if you are a smooth rider and don't do 360 tail whip on 15 set stairs at speed, then it might be okay.
